Proposals to introduce a Community Right to Buy - assets of community value

This consultation offered communities the opportunity to bid to take over assets or facilities that are threatened with closure. A list of eligible properties would be produced, based on whether the local authority agrees that the asset meets the definition of 'community value'.
ANEC's response recognised the importance of increased community involvement and empowerment, including asset transfer, when that option offers best value.It also raised issues such as a resource intensive bidding process which could be difficult in the challenging financial climate, a need to increase community capacity and clear guidance on resourcing this, as well as clarity on potential compensation costs to be paid out by local authorities which are currently unpredictable and therefore difficult to budget for.
Along with the Community Right to Challenge, this proposal is included in the Localism Bill.
