Council housing capital assets consultation
17 November 2011
This consultation sought views on clarifying and simplifying the legislation that governs the disposal of council house assets and how the receipt from such disposals should be used.
ANEC's response outlined the importance of the Secretary of State's role in considering the rights of tenants when disposal from council ownership to private landlords takes place.
It also highlighted that local authorities are best placed to make decisions relating to disposal of property or land at discount due to their knowledge of the most appropriate means to protect their Housing Revenue Account and its viability.
The importance of ensuring that local authorities have a clear understanding of their broader responsibilities when making disposals at discount was also emphasised.
