The Improvement Partnership was formally launched in July 2005. It was a regional voluntary partnership led by North East local authorities and agencies with a shared goal of improvement in local government.
The Executive Committee of the Association of North East Councils provided the political accountability for the IP. Its management arrangements were handled through a Steering Group of local authority Chief Executives and senior officers from partner agencies.

What did it do?
The Partnership acted as the 'umbrella' organisation for the promotion and co-ordination of local government improvement activity in the region.
This was through the use and management of a three-year funding allocation of around £5 million from the joint Local Government Association/CLG capacity building fund.

Workforce Capacity: Building capacity of 3rd and 4th tier officers.
Performance Management: Embedding a performance management culture
Challenge and Inspire: Exploring innovations and ideas for service improvement via a series of bespoke events, seminars, workshops and regional programmes.
Communicating local government: A range of projects to raise the image, reputation, profile and PR capacity of local authorities.
