UPDATE APRIL 2008
From April of this year the Improvement Partnership (IP) forms part of the North East Improvement & Efficiency Partnership (NEIEP) which will merge and build upon the work of IP, North East Connects, and North East Centre of Excellence.

The NEIEP will deliver the new Regional Improvement & Efficiency Strategy 2008-11, developed in recent months by North East local authorities.
Local Government Minister John Healy recently signed off the strategy and confirmed that £185 million core funding and £8 million for specific themes is to be made available nationally to 9 newly formed Regional Improvement & Efficiency Partnerships. So far, £16.8 million of this funding has been earmarked for the NEIEP for the next three years, including £1.34m for the transition phase.
The remit of the RIEP's nationally is to 'pioneer innovative ways to transform and improve services and drive even greater efficiency in local government', though each region will address its own priorities.
Work is underway to draw up a detailed NEIEP Delivery Plan. The current plan is a 'live' working document which will be shaped and developed by those involved in leading and influencing its ten key work programmes. The intention is that each programme will be led by a local authority Chief Executive (or senior Director in the case of both Children's and Adult services; see below), and will provide improvement & efficiency support in the following areas:
Children's Services (lead: Dr Maggie Atkinson, Gateshead Council)
Adult Social Care (lead: Rachael Shimmin, Durham County Council)
Construction and Asset Management (lead: tbc)
Collaborative Procurement (lead: tbc)
Waste and Environment (lead: tbc)
Organisational Development and Workforce Planning (lead: tbc)
Partnerships (lead: tbc)
Community Engagement and Empowerment (lead: tbc)
21st Century Services (lead: tbc)
Regional Leadership (lead: tbc)
Responsibility for the NEIEP will sit with the Association of North East Councils (ANEC), and the NEIEP team will be based at the Guildhall, Newcastle. ANEC is currently recruiting to the new post of Programme Director.
The next few months will see the appointment of the NEIEP delivery team and Programme Boards for each of the 10 work programmes.
Improvement Partnership activity to July 2008
IP is busy delivering committed projects from the 2005-8 Improvement Programme which runs until July; there's plenty still on offer for North East Members and Officers to get involved in.

A NEIEP 'prospectus' will be issued in the coming weeks which will provide further information on how the NEIEP will operate and what it will offer. It will be circulated widely to authorities and partners and will 'evolve' as the delivery plan takes shape.
Further information on how government supports the Improvement & Efficiency Agenda can be found in a national prospectus, recently produced by Communities & Local Government and Local Government Association. It outlines the services available from central and local government to make it easier for councils to find the support they need to address the improvement and efficiency agenda.

Information on the Improvement Partnership's work 2005-08
The Improvement Partnership for North East Local Government is a regional voluntary partnership led by North East local authorities and agencies with a shared goal of improvement in local government.
What does it do?
The Partnership acts as the 'umbrella' organisation for the promotion and co-ordination of local government improvement activity in the region.
Initially this is through the use and management of a three-year funding allocation from the joint Local Government Association/Department for Communities and Local Government capacity building fund.
Through the fund, the Partnership will:
Support shared strategic improvement objectives;
Provide solutions tailored to individual needs ; and
Set a long-term vision for capacity building and sustainable self-driven improvement.
How long has it been around?
The Improvement Partnership was formally launched at an event for local authority officers and elected Members on Friday 22 July 2005.
How is the IP governed?
The Executive Committee of the Association of North East Councils provides the political accountability for the Improvement Partnership.
The Partnership's management arrangements are handled through a Steering Group of local authority Chief Executives and senior officers from the partner agencies.
It works closely with the North East Centre of Excellence and North East Connects. All three organisations are overseen by a Member Review Group of the Association of North East Councils.
The Partnership's Programme Management Team is hosted by the Association.
